Passwordless enrollment via WebAuthn.

Description

Shows an "Add passkey" button that triggers the WebAuthn registration ceremony through the module's REST API. The management script and stylesheet are enqueued only when this shortcode (or [memb_passkeys_manage]) renders.

Logged-out visitors see a "You must be logged in to manage passkeys." notice instead of the card.

A custom template named passkeys_setup_{template} is used when it exists in the template stack; otherwise the built-in passkeys_setup template renders.
